Consolidate prompt generation between evals and prod so that we can always be sure we are testing the prompts that would show up in prod.
Probably want to consolidate the downstream logic as well (minus the mocked tools), will address that in subsequent commit.
In the security lints view within the AI Assistant, escaped backticks aren't
being properly replaced, so there's a weird backslash around table names. Fixed
this so the table name appears without any wrapping punctuation.

Preview sites are being crawled because the rewrite causes the docs production
content (which naturally has `index, follow`) to be served under the www
preview domain. We shouldn’t be rewriting in any environment except production.
