fix(studio): gate database restart on project status and permissions

A resource warning lags real metrics by minutes, so during an in-flight
restart the banner would still offer to restart and queue a second reboot
on top of the one running. Hide the action while the project is
transitioning, and use ButtonTooltip so a user without reboot permission
gets an explanation instead of a dialog with a dead Confirm.
