Fix icon-layout eyebrow suppression: centered (3/4), not stacked (4/4)

noEyebrowForArrangement was keyed to arrangement 3 (stacked), which has
plenty of room for an eyebrow above the headline. The centered layout
(arrangement 2) is the one with no room for it. Swapped the condition.
