pricing: clarify Free hard cap and align bullet formatting

- Tooltips for Logs Ingest / Logs Query now call out Free Plan hard cap
  (no overage charges), matching the precedent set by database.size.
- Wrap new Free-tier logs bullets in plans.ts as 1-element arrays for
  visual consistency with neighbouring egress entries.
