Jordi Enric 07db78abee feat(studio): add restart database action to memory exhaustion banner ...

Resource warnings used a 1 hour staleTime with no refetch, so an OOM
starting after page load never surfaced. Poll every minute instead.

Adds a 'Restart database' button for memory_and_swap_exhaustion, reusing
the existing RestartProjectDialog. The previous only CTA was 'Upgrade
compute', which does not help a user whose database is down now.
