Jordi Enric 640ac7fa7b fix(studio): poll resource warnings for every consumer ...

The refetch interval lived at the banner's call site, so the slug-keyed
consumers (project layout, activity stats, project list) kept serving
hour-old data and disagreed with the banner on screen. Move it into the
hook.

The dev toolbar injects warnings via setQueryData, which a background
refetch now overwrites, so re-apply the override when that happens.
