Danny White e5f23b8824 simplify create pipeline chrome to match isolated studio flows ...

Single header: logo / org / project / "New pipeline" with an X close
button. Drop the PageBreadcrumbs second nav, arrow icons on Back/Continue,
and the always-visible "Replication unavailable locally" warning. The
warning is now dismissable via localStorage and scoped to the first step.
The close button uses a context provider so the wizard can register its
dirty-state handler without a second Cancel in the flow.
