Mirror the user-dropdown picker in `/account/me` as a "Timezone" section between Theme and Hotkey settings. Same flag gate (`timezonePicker`), same underlying `useTimezone()` state, but a Popover-backed combobox that fits the form-row layout used elsewhere on the page. Adds a `source: 'user_dropdown' | 'account_preferences'` property to the `timezone_picker_clicked` event so we can tell where users picked from.
