Move buildDirectPostgresConnectionUri and buildLogicalBackupShellScript
out of the component into a co-located utils module so they can be
unit tested independently. Adds 8 tests covering URI construction,
password placeholder, port handling, script structure, single-quote
shell safety, and exclusion of storage vector tables.
