* Prevent disabling PITR when hipaa is enabled

* Tweaks

* Sm word change

* Fix addon change

* Only allow changes if the changes are on 28 days. Use is_sensitive flag. When turning on PITR, set the default to 28 days.

* Simplify the illegal states.

* Fix the bad state for HIPAA.
