Jordi Enric 8b48e86376 feat(studio): gate timezone picker behind timezonePicker flag ...

Adds a `useFlag('timezonePicker')` ConfigCat gate around the picker in
the user dropdown so the rollout can be staged. When the flag is off
the picker (and its separator) are hidden; the rest of the timezone
plumbing remains mounted but inert in practice since users have no
way to set a stored value.
