Switch the update mutation from PUT to PATCH so the backend performs a
partial config update rather than replacing the full payload.  Filter
header values equal to "REDACTED" before sending — they are server-side
placeholders for secrets we cannot read back; omitting them from the
PATCH body lets the server preserve the original value instead of
overwriting it with the literal string.  Re-enables the "Update" option
in the log drain list that was hidden as a temporary workaround.

Also fixes the PostToolUse prettier hook to use the project-local
prettier binary (3.8.1) instead of falling back to a globally-installed
version (3.2.5) which mangles TypeScript generic type parameters when
the prettier-plugin-sql-cst plugin is active.
