Claude 84860167bf fix(storage): report a lifecycle policy the fetch could not read ...

An all-nulls policy is what the form gets both from a bucket with no policy
and from a request that failed, so a failed fetch read as "no policy" and
invited a save over rules nobody had seen. Surface the error in the section
instead.
