**Before:** The free-tier region selector footer read "Upgrade to Pro to
choose a specific region." with only "Upgrade to Pro" linked (to the
billing plan panel).

**After:** "specific region" also links to
https://supabase.com/docs/guides/platform/regions (opens in a new tab),
so users can see which regions exist. Requested by Lukas Bernert on
#51282.

Wrapped "specific region" in `InlineLink` with
`${DOCS_URL}/guides/platform/regions` in `RegionSelector.tsx` and
extended the existing wizard test to assert the link href.
