Claude 6307632fe4 feat(storage): let the lifecycle section stand back from a policy it can't model ...

The fields only represent a whole-bucket noncurrent-expiration policy of one
or two rules, so a bucket configured through the S3 or Storage API can hold
rules they cannot show. Render the policy as read-only in that case rather
than inviting an edit that would replace it.
