Claude 455b077312 refactor(storage): move the versioning badge next to the bucket actions ...

The badge now sits left of Policies rather than in the breadcrumb, spells
out the state it reports, and leaves the tooltip to say what that state
means instead of repeating the label. Enabled reads as a neutral fact, so
it uses the default badge rather than success.
