Lukas Klingsbo f9c6659f3b feat(studio): add toggle to skip GitHub PR comments on no Supabase changes ...

Adds a 'Comment when there are no Supabase changes' toggle to the GitHub
integration connection settings. When turned off, the integration no longer
comments on pull requests that don't touch the Supabase directory.

The toggle defaults to on, preserving the current behavior. Backed by the new
comment_on_no_changes field on the GitHub connection.
