Charis Lam 4b9080788f fix(studio): wait for re-evaluated flags before resolving region variant ...

Expose isConfigCatStale from the feature flag context so consumers can tell
when ConfigCat values were evaluated with outdated custom attributes. The
project creation form keeps the region selector loading until flags reflect
the organization's creation time.
