InianandJonathan Summers-Muir 36b8e0ac67 fix: clarify disk bandwidth (#22171 )

the previously mentioned limits were the max limits the server is capable of using, but actual throughput is still limited by the disks in use as well. These limits match the configuration we run in production more closely.

To get started copy the example env file using cp .env.local.example .env.local.
