8c4aa5e034 Add missing hover bg color on table row (#46246 )

## Context

Previously removed the group hover background color for TableCell in
this PR
[here](https://github.com/supabase/supabase/pull/45933/changes#diff-6eac0b6bc77e68de6a37e675290a8e0634b53493470a9d9843a047fe5fa4202d)
with the intention to apply the background color on the TableRow
instead, but totally forgot to add that behaviour on the TableRow 🤦

`packages/ui`

Supabase's shared React component library. Built on Radix UI primitives and shadcn/ui, styled with Tailwind CSS, and used across all Supabase apps.

Usage

Import from the 'ui' package alias:

import { Badge, Button, Input } from 'ui'

Some of the components have the _Shadcn_ suffix. These components should be preferred, they're in a process of replacing the other ones.

Utilities

Styling conventions

Tailwind only — no inline styles or CSS modules.
Use semantic tokens (bg-muted, text-foreground-light, border-default) rather than hardcoded colors.
The workspace root owns the actual tailwind.config.js. The file in this package is a stub for IntelliSense only.
