feat(ui-library): add headless app block for TanStack Start (#49579)

Update API types (#50234)
## Problem platform, v1 and v2 have been already completely migrated and introduced some changes. OAuth Consent Block (#48917)

Our UI Library registry is expanding to include blocks that go beyond UI and in some cases focus purely on back-end. This PR is a precursor to adding more back-end related blocks. This PR finishes the Tailwind migration by doing some minor fixes: - Remove `@radix-ui/colors` and inline the color values into the color definitions.
