Ensure the observability link in the sidebar and command menu are
properly guarded by IS_PLATFORM to prevent them from showing in
self-hosted or CLI environments.
The logic is functionally the same (IS_PLATFORM && reportsEnabled), but
restructured with IS_PLATFORM as the outer check for clarity, and added
comments explaining the platform-only restriction.

Just cleaning up feature flags that have been toggled on for all users
and unchanged for the past 2 months

Doing it in 2 parts so its easier for review
- Move the "Create..." command menu item at the top of the Actions group
based on feedback.
- Remove "Pro" badge and replace with "New" on Analytics and Vector
buckets
- Hide "Create Data API" and "Create GraphQL" as "create" doesn't apply
