* Revert the prettier format changes.

* Add a command for checking prettier. Use it in the github action. Use npm ci in the github action.

* Fix another accidental formatting.

Div Arora 06b8356588 Run package-local prettier 
Instead of running a single global version of prettier, which might
conflict with the package-local version that editors might be using,
we instead run prettier within each package that has it installed as a
dependency.
