Running `docker compose restart` does not reset the Kong configuration changes as it says it does. You need to destroy and recreate the containers with `docker compose down` and `docker compose up -d` for the changes to take place.

InianandJonathan Summers-Muir 36b8e0ac67 fix: clarify disk bandwidth (#22171) 
the previously mentioned limits were the max limits the server is capable of using, but actual throughput is still limited by the disks in use as well. These limits match the configuration we run in production more closely.
