## What kind of change does this PR introduce?
Accessibility / lint hardening (Safari keyboard focus).
## What is the current behavior?
`supabase/require-explicit-tabindex` is `'warn'`. Studio’s ratchet was
at 0 but the rule was still ratcheted; www / docs / design-system still
had raw `<button>` / `role="button"` call sites without an explicit
`tabIndex`.

## What is the new behavior?
- Shared config: `'supabase/require-explicit-tabindex': 'error'`
- Swept www / docs / design-system (+ Studio test fixtures the ratchet
skipped)
- Removed the rule from the Studio ratchet + baselines
## To test
Prefer **Safari**. This PR only adds explicit `tabIndex` to raw
`<button>` / `role="button"` call sites — not links, and not controls
that already go through `Button` from `ui`.

Table editor tests were being run serially because they would otherwise
stomp all over each other in setup. But this made them really slow. This
PR changes them to run in parallel, and makes sure the setup step runs
only once by using a file lock.
Also cleans up miscellaneous other sources of flakiness in tests.

Note: Because this component uses `useParams`, it's necessary to have the dynamic route segment passed to `next-router-mock`'s `createDynamicRouteParser`. In order not to have to manually list all of these as the application grows, I added a glob utility that uses the `pages/` directory to automatically generate an array of dynamic route paths in this case.
