`highAvailability` prop on `PostgresVersionSelector.tsx` passed from
`InternalOnlyConfiguration.tsx`.

Don't fire the `available-versions` request when `dbRegion` is falsy
(undefined or empty string). Fixes race condition where the request
fires before a region is selected.
