Studio-side guard for Multigres (`high_availability`) projects,
mirroring the platform API guard from supabase/platform#37527. Pause,
restore/PITR, and add-on affordances now show a clear "unavailable on
High Availability projects" state instead of failing with a 400 after
the click.

/>
**Added:**
- Pause project button is disabled on HA projects with a tooltip
- Scheduled backups tab short-circuits to an HA empty state (matches the
existing PITR tab). Per-row Restore buttons are also disabled with a
tooltip as defense in depth, since BackupItem is reusable
- Restore to new project shows an HA admonition ahead of the permission
/ PG15 / physical-backup checks
- Add-ons page shows a page-level HA notice, all three rows are locked
with a tooltip, and the side panels are not mounted on HA so
`?panel=pitr|ipv4|customDomain` deep links are inert
- Component tests for `PauseProjectButton` and `BackupItem`, plus unit
tests for the new `isHighAvailability` branch in `Addons.utils.ts`
**Changed:**
- Add-ons rows are now consistent: the IPv4 row uses the same padlock
tooltip as PITR and custom domain instead of a tooltip on the badge.
Same disabled-reason strings as before, just surfaced via the padlock on
non-HA projects too
- `BackupItem` tooltip text extracted into a `getTooltipText()` function
(mirrors `PauseProjectButton`)
- `HighAvailabilityDisabledSectionNotice` accepts a `className`
Detection reuses the existing `useIsHighAvailability()` hook, which the
rest of Studio already treats as the Multigres signal.
## To test
Use an HA project (`project.high_availability === true`) and a normal
project.
HA project:
- Settings > General: "Pause project" is disabled, tooltip reads
"Pausing is unavailable on High Availability projects"
- Database > Backups > Scheduled backups: HA empty state, no "No backups
yet" / daily backup copy
- Database > Backups > Restore to new project: HA admonition, no restore
controls
- Settings > Add-ons: notice at the top, padlock on all three rows with
per-row tooltip, clicking rows does nothing, and `?panel=pitr` /
`?panel=ipv4` / `?panel=customDomain` open nothing
Normal project (regression):
- No "High Availability" strings on any of the above pages
- Pause button enabled (or disabled only for its usual reasons, e.g.
paid plan)
- Add-on rows open their side panels on click and via `?panel=pitr`
- Scheduled backups tab shows its normal list / empty state

Shows the restore deadline as a date on the paused-project screens, and
offers backup downloads while a paused project is still restorable
(previously only after the restore window ended).
Depends on a backend change — keep as draft until that is live.

## I have read the
[CONTRIBUTING.md](https://github.com/supabase/supabase/blob/master/CONTRIBUTING.md)
file.
YES
## What kind of change does this PR introduce?
Bug fix (regression).
## What is the current behavior?
#44172 replaced the old `isAwsK8s`-based check with an entitlement-based
check (`useCheckEntitlements('project_pausing', ...)`) for the pause
project button. In doing so, it also introduced an explicit `isBranch`
condition that unconditionally disables the pause button and shows
"Branch projects cannot be paused" for any branch project.
Prior to #44172, branches were exempt from the paid-plan pause
restriction entirely — the old `isPaidAndNotAwsK8s` computation
(`!isBranch && !isFreePlan && !isAwsK8s`) evaluated to `false` whenever
`isBranch` was `true`, so branch projects were never blocked by that
check. The new code changed this exemption into a hard block, which is
the regression: branches can no longer be paused at all.
## What is the new behavior?
Restore the original exemption: branch projects bypass the
`project_pausing` entitlement check (as they did the old AWS K8s check),
instead of being unconditionally blocked. The pause button and tooltip
for branches now only take into account permissions, project status, and
whether the project is active — matching pre-#44172 behavior.
```tsx
const buttonDisabled =
(!isBranch && !projectPausingAllowedInOrg) ||
project === undefined ||
isPaused ||
!canPauseProject ||
!isProjectActive
```

## Summary by CodeRabbit
* **Bug Fixes**
* Updated project pause availability so the button now reflects the
correct conditions for branch and non-branch projects.
* Improved pause-related tooltips to show more accurate messaging based
on plan type and project status, including when pausing may not be
available on free plans.

## Problem
Our `<Button>` component breaks the default `button` contract by
redefining the `type` prop to set its variant (`primary`, `default`,
etc) instead of the button type (`submit`, `button`, etc).
This is confusing and forces to write more code when using it with
shadcn components that expect/inject the standard button props.
## Solution
- rename the `type` prop to `variant`
- rename the `htmlType` prop to `type`
- propagate the changes where necessary
- format code
## How to test
As this is just prop renaming, if it builds it's ok

## What is the current behavior?
- Vague dialog copy for pausing a project
- Plain pause icon looks like two Tim Tams
## What is the new behavior?
- Clearer dialog copy
- More standard pause button

## I have read the
[CONTRIBUTING.md](https://github.com/supabase/supabase/blob/master/CONTRIBUTING.md)
file.
YES
## What kind of change does this PR introduce?
Bug fix. Resolves DEPR-511.
## What is the current behavior?
Paused projects in `Project Settings > General > Project availability`
still present restart/pause maintenance controls, but no resume
affordance. That makes the resume path hard to discover from Settings
and pushes users back to the project dashboard to find the correct
action.
The paused state also keeps showing a redundant disabled `Pause project`
row, and the pause confirmation uses a more flexible modal than this
flow needs.
DEPR-519 already covered the unhealthy-project restart guard, but not
this paused-project discoverability path.
## What is the new behavior?
Project Settings is now paused-project aware. It shows a shared `Resume
project` action when the project can still be restored, falls back to
the project dashboard when the restore window has expired or pause
status cannot be confirmed, and reuses the same resume flow, permission
checks, and free-tier guardrails as the paused dashboard.
While a project is already paused, the redundant `Pause project` row is
hidden so the section stays focused on the real next action. For active
projects, the pause row remains in place, including the useful disabled
tooltip states for plans that cannot pause.
The pause confirmation now uses `AlertDialog` with shorter, more
accurate copy about the restore window, and the restart controls now
behave more consistently on smaller breakpoints. The Project Settings
command-menu entry is also searchable via `resume project`.

## Context
Related prior work was making edge functions page accessible while
project is restoring - however the status of the project gets flipped to
COMING_UP while it's restoring hence why the functions page was still
inaccessible.
## Changes involved
- Update `NavigationBar.utils` to have edge functions link to
`/functions` irregardless of project status
- (Unrelated) Disable (with tooltip) deploy new function CTA on edge
functions page if project is not active
