Rename capacity monitor to resource monitor (#50849)
## Problem Capacity felt like a misleading naming for some users ## Solution renaming to resource monitor, to remove confusion with things like AWS capacity. And also leaves some room for interpretation that resource issues worth reporting are not always related to capacity. It could ust be interest in increase consumption.
