Subject: [PATCH] feat(www): note that paid projects aren't paused for
 inactivity on pricing (#50986)

## Summary

Adds "Projects on paid plans aren't paused for inactivity" to the
pricing page's meta and Open Graph descriptions and to the generated
`pricing.md` intro. The existing copy is unchanged.
