Add a standalone backend endpoint POST /api/v1/support/portals/<id>/articles/import/ that upserts articles by (portal, locale, slug): creates a new article or appends a revision, resolving category by categoryPath. No DB migrations, reuses existing create_article/add_revision services.

Frontend: new portal article import modal + parseArticleYaml validator + article template (knowledge-template.yml / portal-articles-template.yml). Add a ".link has-icon" "Скачать шаблон" link to both the AI knowledge import modal and the new portal import modal, using the existing shared links.css standard and the existing download icon.
