Conversations API: list, detail (with messages), atomic claim (AI->HUMAN,
assign operator, ADR-HUB-0003), operator message (sent back to the same MAX/
Telegram chat), release-to-AI and close. Auth: org-scoped, owner or operator.
Verified: list returns the live MAX + Telegram dialogs.
